CodeRED has come to Fairmont City. The CodeRED Community Emergency Alert system is used by the Emergency Communications Center to notify residents and businesses of critical situations and provide information regarding necessary actions. With this system, a specific geographic area can be selected to send messages to those within that area. You can register to receive phone messages, text messages and e-mail messages in case of emergency. The system is TTY/TDD compatible and available in Spanish.
(Stay at Home Order; Revised April 30, 2020) When is the Governors ' Stay at Home Order Effective? The Governor’s Executive Order 2020-10 (available via this link), mandating certain Illinois residents to stay at home, is effective from 5:00 p.m. on Saturday, March 21, 2020, through the duration of the Gubernatorial Disaster Proclamation, which was extended and modified through May 29, 2020, by Executive Order 2020-32 (available via this link).
St. Clair county, as of October 9th, 2020, is back in Phase 4. Phase 4 is the revitalization stage of the restore Illinois plan to reopen the state during the COVID-19 pandemic.
Recently, a joint agreement between the Illinois Commerce Comission, Illinois utilities, the Attorney General’s office, and consumer groups set a mutually agreed upon date for Illinois utilities to resume normal operations. In alignment with that agreement, the assessment of late fees resumed in July and service disconnections for non-payment will resume in September.
The St. Clair County Intergovernmental Grants Department will be accepting pre-applications from resident homeowners to participate in the St. Clair County Community Development Block Grant Moderate Housing Rehabilitation Program.
This program is designed to address housing code violations. Funds will be used to repair interior and exterior systems that threaten the health or safety of occupants. This includes areas such as electrical, plumbing, heating systems, roofing, painting, windows and doors.

St. Clair County has identified relief funds to support small businesses hardest hit by the COVID-19 pandemic, specifically local businesses with a commercial location in the County. Funds are anticipated to be available late June or early July as part of the Coronavirus Aid Relief, and Economic Security (CARES) Act federal stimulus package.
