Board Meeting Minutes September 16th, 2020

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also, in attendance were, Chief of Police Gerald Brown, Fire Chief Robert Allen, and Deputy Treasurer Sally Rodriguez.

A motion to approve the minutes of the meeting held on Wednesday, September 2, 2020, was made by David Suarez and seconded by Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed

Treasurer’s Report

Deputy Treasurer Sally Rodrigues presented the August financial report.

Clerk’s Report

Clerk Ramirez presented a Business License Application, 2801 N 45th Street, Standard Auto Body, Inc., Lejla Dizdarevic, 301 Monte Vista Drive, St. Louis, Missouri, Owner. Joe Stell, the previous owner of the business was in attendance with Mr. Dizdarevic.

Mr. Dizdarevic explained the business has been a dream of his and shall remain the same business plan Mr. Stell has been operating under. The only change is Mr. Dizdarevic has incorporated the business. Mr. Stell reported he will be staying on with Mr. Dizdarevic as the business transitions. The business has been an auto body repair shop and will remain as such.

With no objections the motion was made by Michael Fiudo and seconded by Robert Belba to approve the Business License Application, 2801 N 45th Street, Standard Auto Body, Inc., Lejla Dizdarevic, 301 Monte Vista Drive, St. Louis, Missouri, Owner. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed

Report of Police Chief

Police Chief Brown reported there have been 34 warnings issued in the Ordinance Enforcement Campaign that started September 1, 2020. Of the 34 there have been 1O compliances. The chief asked those present for input from their constituents who may have specific address or complaints regarding the conditions of surrounding properties. The chief has an additional day officer on the schedule for the Ordinance Enforcement Campaign. The Mayor reported it has been effective and he has been receiving calls and messages referencing the cleanup.

Chief Brown reported he has established a charitable foundation along with Sally Rodriguez and Charles Arriola, the Holiday Food Drive Charity. The drive has been initiated with a 50/50 drawing. A second drawing is scheduled for October 30, 2020 and the chief asked those present to spread the word.

Chief Gerald Brown requested an Executive Session regarding personnel.

Report of Fire Chief

Fire Chief Allen reported his application has been submitted to Illinois American Water for a $1,000.00 equipment grant. The chief applied for a new thermo imaging camera for the chief’s car. The chief reported he has a credit of $1,000.00 with Banner and asked the board to supplement the cost for 2 cameras as they are on sale in the amount of $1,200.00 each.

The motion was made by Raul Munoz and seconded by Charles Arriola to approve the $400.00 additional expense for the purchase of 2 thermo imagining cameras for the Fairmont City Fire Department pending receipt of a $1,000.00 grant from Illinois American Water. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed

President’s Report

Mayor Suarez reported confirmed COVID cases here in the village have improved but not so much in the surrounding communities. Due to our location the current guidelines remain, for example, outdoor seating only and social distancing.

Mayor Suarez reiterated the importance of the Census count and asked those present to spread the word. The last day to be counted is September 30,2020.

Executive Session

At this time Mayor Suarez asked the public to leave for an Executive Session regarding personnel. The motion was made by Raul Munoz seconded by Guadalupe Hernandez to enter into Executive Session regarding personnel. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed 7:11pm

The motion was made by Charles Arriola and seconded by Raul Munoz to return to the regular order of business from Executive Session. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes: Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed 7:20pm

The motion was made by Robert Belba and seconded by Raul Munoz to approve the appointment of Germain Garcia Martinez as a full-time police officer. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed

The motion was made by Guadalupe Hernandez and seconded by David Suarez to approve a salary increase for Sally Rodriguez in the amount of $2.00 per hour. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed

Municipal Bills

The motion to approve payment of the bills as presented on this day September 16, 2020, in the amount of $16,465.31 was made by Raul Munoz and seconded Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes, and Charles Arriola, yes. Motion Passed
