Board Meeting Minutes October 21st, 2020

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.
Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo, and Charles Arriola. Fire Chief Robert Allen, Public Works Director Roger Juenger and Interim Treasurer, Sally Rodriguez were also in attendance.

A motion to approve the minutes of the meeting held on Wednesday, October 7, 2020, was made by Charles Arriola and seconded Robert Belba. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, pass; and Charles Arriola, yes. Motion Passed

Treasurer’s Report

Interim Treasurer Sally Rodriguez presented the financial reports for September, 2020 with a brief explanation.

Clerk’s Report

Clerk Ramirez presented the Municipal Appointments. Mayor Suarez explained the appointments are usually made in May (beginning of the fiscal year) but due to COVID and other circumstances the appointments were not completed.

The motion was made by David Suarez and seconded by Guadalupe Hernandez to approve the Municipal Appointments as presented.. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

The clerk presented Ordinance 757, An Ordinance Authorizing the Execution of the IML/ RMA Minimum/Maximum Contribution Agreement.

The motion was made by Charles Arriola and seconded by Guadalupe Hernandez to approve Ordinance 757, An Ordinance Authorizing the Execution of the IML/RMA Minimum/Maximum Contribution Agreement. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Mayor Suarez and Public Works Director Juenger presented Bids for Asphalt Seal at Granby Park for review. The walking trial at the Granby has not been sealed since the project has been completed. Director Juenger explained the work the bids represent. The bids were very similar. There was a discussion regarding experience with the bidders and no decision was made.

Report of Police Chief

Police Commissioner Arriola reported in Chief Brown’s absence. There is an employee luncheon planned for Friday, October 23, 2020 and the board members are invited.

Mayor Suarez added the police department will be going to 12 hours shifts as of November 1st, 2020.

Report of Fire Chief – No Report

Report of the Public Works Director

Public Works Director Juenger reported the sewer pumps at 4700 Collinsville Road and 5200 Collinsville Road are both in need of repair. The director reported Vandevanter Engineer quoted $6,397.64 for the 4700 repair and $9,995.00 for 5200. There was a brief discussion regarding the necessity of the repair and the sewer fund function. Previous repairs have been made by Hydrokinetics who has since left the area.

The motion was made by David Suarez and seconded by Guadalupe Hernandez to approve the expense of repairing the sewer pumps at 4700 Collinsville Road and 5200 Collinsville Road by Vandevanter Engineering. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Public Health & Housing – Chair- Guadalupe Hernandez

Trustee Guadalupe Hernandez reported a noticeable increase in police patrol in the streets.

Streets, Sewers, Grounds, Building & Parks – Chair – David Suarez

Trustee Arriola also reported being impressed with police patrol included at a fire call on Collinsville Road.

President’s Report

Mayor Suarez reported the village will have no COVID restrictions regarding Halloween activity but he encourages social distance.

There is a drive through Trunk O Treat scheduled on the library grounds Friday, October 30, 2020. Various businesses and social service agencies will be participating. Parents and children are encouraged to put on their best costumes.

The Zumba group will be having a fund raiser for the Police Food Pantry on Halloween day at the Granby from 1 pm-3pm.

Mayor Suarez reported the computer classes went well last week. The second day was better than the first and many of the parents were pleasantly surprised by the ease of learning about the chrome books.

Mayor Suarez introduced Stephanie Allen who attended the meeting. Mrs. Allen is the newly appointed Zoning Administrator. Mrs. Allen also works in the Zoning Office at the St. Clair County Courthouse and the mayor is confident in her ability to guide the village.

Public Comment

A local resident had a complaint about Maple Avenue sinking. Mayor Suarez reported the village is aware of the problem and is searching for options to repair the road. This resident

also had a complaint about the property on Collinsville Road previously known as In and Out Fashion. The mayor reported the village has contacted the owner and given 30 days to correct the disorder.

Another local resident had a number of events to recognize. There is a Go Fund Me page set up for 5 children that have been abandoned by the death of their parents in town.

The resident thanked those who participated in the Census.

The same resident thanked whoever made the correction to the library property the EPA messed up on 45th Street.

Mr. Weir, encouraged everyone to vote, give to the Toy Drive and get tested for COVID, even if you do not have symptoms. Statistics will improve that way.

Also, Fairmont City Industries has been created to assist residents who wish to use pvc pipe to disperse Halloween candy.

The motion to approve payment of the bills as presented on this day October 21, 2020, in the amount of $15,604.98 was made by Raul Munoz and seconded David Suarez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed
