Board Meeting Minutes November 18th, 2020

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo, and Charles Arriola. Treasurer Carlos Gomez, Police Chief Gerald Brown, Fire Chief Robert Allen, and Public Works Director Roger Juenger, were also present.

A motion to approve the minutes of the meeting held on Wednesday, November 4, 2020, was made by Charles Arriola and seconded Robert Belba. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, pass; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Treasurer’s Report

Treasurer Carlos Gomez presented the financial report for the month of October, 2020.

Clerk’s Report

The clerk introduced Amber Kutz, Chapo’s Custom, An Update and Clarification to Business Status and Intent. Ms. Kutz reported she has met with Fire Chief Allen and shared documentation of Chapo’s Custom business intent. The company has changed around the tire storage section of the building and wishes to continue pursuit of their tire shop business.

There was some discussion concerning the number of changes to the company’s business intent, as far as a roofing business verses a tire business. Ms. Kutz reiterated the desire to run a tire business. Chief Allen reported he has met with the business owners and inspected their progress. A state-of-the-art alarm system has been installed. The storage change made adjusted the need for an additional sprinkler system and as far as the fire inspection, the building is good to go.

Mayor Suarez asked for another inspection by the Building Inspector and review of the Zoning Administrator and tabled further business license approval.

Clerk Ramirez presented a Building Permit Application, #2 Exchange Avenue, New Building, Darling Ingredients, Owner. Mayor Suarez wanted more time to investigate the project with Building Inspector Sehr as he was out of town when the permit application was applied for.

Fire Chief Allen reported he has met with the company’s manager regarding the project. The building is very big and has more than one contractor involved in the execution of the construction. The company has submitted an enterprise zone application, but the contractors will be submitting additional enterprise applications.

Mayor Suarez tabled the application for further investigation.

The clerk presented Resolution 2020-011, A Resolution for Maintenance Under the Illinois Highway Code. Mayor Suarez reported the resolution is the annual maintenance resolution for Motor Fuel Tax expense. The mayor pointed out line item #10, for $200,000.00 to overlay, oil and chip, the eastern streets, 60th, 61st, 62nd, and 63rd, of town. This is the beginning of a project long in the making, to improve village streets and is referred to as Phase II. Phase I was the 45th Street project.

With that a motion was made by David Suarez and seconded by Guadalupe Hernandez to approve Resolution 2020-011, A Resolution for Maintenance Under the Illinois Highway Code. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Report of the Zoning Board – No Report

Report of Police Chief

Chief Brown reported Germain Garcia – Martinez, successfully completed the academy transition.

The chief also reported an employee tested positive for COVID. The employee had not been on the job and was quarantined at home.

Chief Brown asked those present to identify persons known to them that maybe in need of groceries. The FCPD Charitable Foundation will be delivering food boxes this Saturday, November 21, 2020 at 10am. The chief wanted to thank the Fire Department for helping out with the previous drive. The Fire Department volunteers helped deliver the boxes.

Police Chief Brown reported police department training scheduled for this coming Saturday has been canceled due to COVID restrictions.

Report of Fire Chief

Fire Chief Allen requested a meeting with the mayor, Roger Juenger and retired Fire Chief Belba regarding input on how to go about getting the toy drive distribution done, in terms of COVID restrictions.

The chief wanted to thank Mary Beth Peterson for her dedication to wrapping the gifts.

The fire chief also reported another fire truck is out of service. There was a brief discussion of what the problem is.

Report of the Public Works Director – No Report

Committee Reports

Police/Public Safety – Chair – Charles Arriola

Charles Arriola reported the FCPD Charitable Foundation will be conducting a massive food box distribution on December 19, 2020. Jeff Derickson has volunteered his trucking company’s refrigeration trailers to accommodate the distribution. It will be based out of the community center but some deliveries will be made.

Economic/Finance, Development, Planning, and Tourism – Chair – Michael Fiudo – No Report

Fire Protection – Chair – Robert Belba, Sr. – No Report

Community Relations & Communications – Chair – Raul Munoz

Trustee Raul Munoz is involved with yet another food distribution group holding a distribution out of the community center this Saturday, November 21, 2020

Public Health & Housing – Chair- Guadalupe Hernandez – No Report

Streets, Sewers, Grounds, Building & Parks – Chair – David Suarez – No Report

President’s Report

Mayor Suarez reported the annex office will be closed the rest of the week due to a possible COVID exposure.

The mayor reminded everyone to social distance and stay safe.

Public Comment

Ms. Kutz who remained at the meeting, asked where to go to help with the food distribution. Chief Brown reported the details have not been set in stone and he would reach out to her when the plans are finished.

A resident in attendance asked for clarification regarding “overlay”. Director Juenger explained the roads will be scarified and asphalted, drainage ditches will be dug and oil and chipping will follow.

Municipal Bills

The motion to approve payment of the bills as presented on this day, November 18, 2020, in the amount of $16,894.86 was made by Charles Arriola and seconded Robert Belba. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Adjournment
