Board Meeting Minutes May 1st, 2019

The meeting began with an opening prayer and pledge of allegiance.

Clerk Richard D. Ramirez administered the Oath of Office for Elected Presiden/Mayor Michael Suarez and Trustees; Guadalupe Hernandez, Raul Munoz and Robert Belba, Sr.

President Michael Suarez called the meeting to order.

Clerk Richard Ramirez recorded attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also, in attendance were; Scott Penny, Police Chief/Administrator, Treasurer Juan Mena, Fire Chief Robert Allen and Public Works Director Roger Juenger.

The motion to approve the minutes of the previous meeting of April 17, 2019 was made by Guadalupe Hernandez and seconded by Charles Arriola. Roll Call Vote: David Suarez, yes;

Treasurer’s Report – No Report

Clerk’s Report Clerk Ramirez presented a list of Municipal Appointments. A motion was made by David Suarez and seconded by Robert Belba to approve the Municipal Appointments as presented. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.
Motion Passed.

The clerk presented Resolution 2019-02, Adopting the St. Clair County Multi-Hazard Mitigation Plan. Fire Chief Robert Allen explained that the resolution is in conjunction with area communities as a requirement of the federal government to receive disaster funding.

The motion was made by Guadalupe Hernandez and seconded by Charles Arriola to approve Resolution 2019-02, Adopting the St. Clair County Multi-Hazard Mitigation Plan. Clerk Richard Ramirez then presented Resolution 2019-03, A Resolution to Purchase a Precast Concrete Restroom for Village Park – Restroom Project FM2018.

Two bids have been received for the project. One from the state of Washington and the other from Dorsey Illinois. Mayor Suarez and Administrator Penny agreed that having a local company would be in the best interest of the village even though the bid was slightly higher.

Trustee David Suarez initiated further discussion of the project. He was concerned regarding the payment of the project and a timely completion. Other questions were raised including the installation and the preparation. The preparations will be the village’s responsibility including access to sewer, water and electricity.

It was agreed to pay half the cost to the company with approval and the other half upon completion of the project. It was also agreed to bring in A&H Mechanical Company to consider the plumbing and electrical issues that will be the village’s responsibility prior to delivery of the precast restroom.

There was also discussion concerning hours of operation and pavilion use. The consensus was to have an automatic security system that would coincide with park operation hours.

The motion was made by Raul Munoz and seconded by Charles Arriola to approve the bid submitted by Mccann Concrete Products, Inc, (Dorsey Illinois) to install a Precast Concrete Restroom as part of the Village Park – Restroom Project FM2018 awarded by the St. Clair County Intergovernmental Grants Department ($50,000.00) as presented. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Report of Police Chief/Administrator

Chief Penny reported being approached by Pablo Orozco regarding a village property on 31st Street. Mr. Orozco has been cutting the grass due to its proximity to his own property. Mr. Orozco would like to purchase the lot.

The mayor and trustees had no objection and asked Administrator Penny to arrange to put all the village surplus properties up for bid since publication will be necessary. The chief also reported the nuisance program is in full operation monitoring high grass, trash, derelict vehicles and such with the coming of warmer weather. Report of the Public Works Director

Public Works Director Juenger reported he and the village engineer are working on the bids for the CDBG (Community Development Block Grant) 18 awarded for the relining of the sewer at 45th Street and Cookson Road.

Trustee Munoz asked Public Works Director Juenger for an update on a sewer issue at 5300 Collinsville Road in which he has received a complaint. The director reported he has had A&H Mechanical reviewing the issue with a camera. The camera indicates the village owned sewer is open and the problem is on the owner’s properties.

Trustee Munoz reported the Fairmont City Youth Group Soccer Program starts Monday (May 13, 2019). He asked the public works director if it was possible to get two more trash cans to the fields. The director will deliver.

Streets, Sewers, Grounds, Building & Parks – David Suarez – No Report

President’s Report

Mayor Suarez presented documents referencing the state bid lists for single axis trucks and a comparison with Rush Trucking. The mayor and Public Works Director Juenger have met and agreed a new truck for the street department is necessary. Mayor Suarez asked for a meeting of the finance committee and the treasurer to consider the cost and best option. The mayor would like to have a decision at the next meeting.

The mayor, Administrator Penny and Roger Juenger will be meeting with the Environmental Protection Agency, EPA, on Tuesday, May 7, 2019. The EPA, who has been in charge of the American Zinc Plant Remediation, is being replaced by the Army Corps of Engineers.

Mayor Suarez announced the next newsletter will be published in June of 2019. He asked those present to inform Sally Rodriguez or Ryan Zajac if there is content, they wish to be published.

The mayor also announced the Fairmont City Youth Group and Police Athletic League will be hosting their annual fund raising Cinco De Mayo golf tournament on Saturday, May 4. Last year the village approved helping with the catering. Mayor Suarez asked the board to consider it again.

The motion was made by Guadalupe Hernandez and seconded by David Suarez to approve the expense of catering for the Cinco De Mayo Golf Tournament not to exceed $1 ,500.00. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.
Motion Passed.

Mr. Suarez reported he will not be in attendance at the next meeting, May 15, 2019.

Public Comment

A local resident complained that there have been numerous cars running the stop sign at 61st and Drummond in the spring weather. Chief Penny will get extra patrol in the area.

This resident also reported he has a relative working for International Brotherhood of Electrical Workers, I BEW, and they are looking for new apprentices. Mayor Suarez asked for additional information and volunteered to help with promotion on social media or the village newsletter. The board volunteered to host a job fair and invite other trade unions, as well.

The motion to approve payment of the bills as presented in the amount of $19,403.42 was made by David Suarez and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.
