Board Meeting Minutes June 17th, 2020

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also, in attendance were Treasurer Juan Mena, Fire Chief Robert Allen, Public Works Director Roger Juenger and Deputy Treasurer Sally Rodriguez.

A motion to approve the minutes of the meeting held on Wednesday, June 3, 2020, was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Treasurer’s Report

Treasurer Mena presented the financial reports for May, 2020, with a brief explanation.

Clerk’s Report

Mayor Suarez introduced the Sale of Surplus Property (Vehicles and Equipment), and asked Clerk Ramirez and Treasurer Mena to open and read the bids. The winning results were as follows:

Mayor Suarez congratulated the highest bidders.

Clerk Ramirez introduced Lorenzo Mendez, Chapos Custom, 3617 Collinsville Road, Business Plan Adjustments. As adjusted plans had been submitted that night, Mayor Suarez asked Mr. Mendez to return to the next meeting to allow time for review.

Fire Chief Allen reported the business building did pass the fire departments inspection. He furthered with a complement on the nice job they did.

The clerk presented a Building Permit Application, 3019 N 49th Street, A New Wood Shed, Alfredo Otero, Owner (BP 20-015).

With everything in order, the motion was made by David Suarez and seconded by Guadalupe Hernandez to approve Building Permit Application, 3019 N 49th Street, A New Wood Shed, Alfredo Otero, Owner (BP 20-015). Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Mr. Ramirez presented a Building Permit Application, 2524 N 32nd Street, Room Addition, Zenaida Huerta Gomez, Owner (BP 20-016). As the mayor was rather confused by the wording in the application along with the documentation, he asked the applicant to update the application for the next meeting.

Clerk Ramirez presented a Building Permit Application, 3017 N 62nd Street, Demolish and Rebuild Garage and Tool Shed on Same Footprint, Juan Mena, Owner (BP 20-017).

The motion was made by Robert Belba and seconded by David Suarez to approve a Building Permit Application, 3017 N 62nd Street, Demolish and Rebuild Garage and Tool Shed on Same Footprint, Juan Mena, Owner (BP 20-017). Lastly, the clerk presented a Business License Application, UneXtra Herbalife Nutrition Club, 4201 Cookson Road, Fernando Morfin, Owner. There was some discussion concerning background of the business and traffic. As the applicants worked for a relative that was previously approved by the board for the business of Herbalife, there were no objections. The fire chief still has to do an inspection and the mayor asked the owners to get approval from the East Side Health Department.

The motion was made by Raul Munoz and seconded by David Suarez to approve Business License Application, UneXtra Herbalife Nutrition Club, 4201 Cookson Road, Fernando Morfin, Owner, pending inspection by the Fairmont City Fire Department and the East Side Health District. Report of Fire Chief

Fire Chief Allen report the circuit board of the outdoor siren system on the east side has been sent to the manufacturer for repair to the voice messaging feature.

The fire chief reported the fire department has successfully been approved for a grant from the State Fire Marshall’s office in the amount of $26,000. The funds will be used to replace 24 SCBA (self-contained breathing apparatus) units in the amount of $25,466.

Report of the Public Works Director

Director Juenger reported the 45th Street Project is approximately half way through with the storm sewers there. When the storm sewer is completed, the work on the road begins with tearing up the asphalt. The asphalt will be taken to the superfund site. The director believes the company will finish ahead of schedule, September 19, 2020.

Mayor Suarez added there were some possible delays in regard to the EPA lead removal and a test of the Agricultural Dig Site. The Agricultural Dig Site test returned negative and the project moves on, weather will still be the biggest chance for delay.

Streets, Sewers, Grounds, Building & Parks – David Suarez

David Suarez suggested closing the street down altogether on 45th. Currently the sign reads no thru traffic and people are driving thru anyway. The mayor suggested Director Juenger give the company working on the project the choice.

President’s Report

Mayor Suarez reported the COVID-19 Pandemic continues despite increasing in phase transition. Cases in the village have increased during phase-3. With phase-4 expecting to begin on June 28th, the mayor emphasized the continued importance to social distance, no gathering of more than 10 persons, and wash your hands. The walking trail is open but all parks remain closed. The mayor shut down the CAC (Christian Activity Center) from giving lunches out at the park. The agreement was folks would pull up and be given lunch and drive away. What was happening were crowds of kids in the park playing during the delivery time.

Public Comment

A local resident asked about an advertisement by the CAC giving out Bobby’s Custard for free. The mayor reported the CAC asked if they could continue the program at their location on Maple Avenue. He granted that request with the same conditions. If it gets to be more of a stop by than a drive thru, he will shut it down again.

Another resident in attendance asked what is happening with some derelict trailers on 61st St. The mayor reported they have been condemned by the village and will be destroyed. The resident wanted to know if the motel owned the property and what their intentions are.

Mayor Suarez reported they do own the property but he is unaware of the intentions of the owners at this time.

A regular attendee announced these are crazy times, take care of yourself and others.

The motion to approve payment of the bills as presented on this day June 17, 2020, in the amount of $22,193.90 was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Adjournment
