Board Meeting Minutes January 6th, 2021

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, and Michael Fiudo. Trustee Charles Arriola was absent. Also present were Treasurer Carlos Gomez, Police Chief Gerald Brown, Public Works Director Roger Juenger, Deputy Treasurer Sally Rodriguez and Zoning Administrator Stephanie Allen.

A motion to approve the minutes of the meeting held on Wednesday, December 16, 2020, was made by Raul Munoz and seconded by David Suarez. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, pass; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

Treasurer’s Report – No Report

Clerk’s Report

Clerk Ramirez presented a Business License Application, Anderson Insurance Brokers Inc., Bravo License Service, 3403 Cookson Road, Scott Anderson, Owner.

Mr. Anderson introduced himself and explained he has purchased the building located at 3403 Cookson and the business known as Bravo License Service.

Mr. Anderson reported he has other businesses in the area including Edwardsville and Belleville. He has multiple locations around the world and has a fondness for this area. He has been working with Denise Bravo for many years. The business will continue providing license plates and insurance.

Mr. Anderson has plans to improve the property also. He will be paving the parking lot and has hired local contractors to improve the look of the building.

With no objections the motion was made by Michael Fiudo and seconded by Robert Belba to approve the Business License Application Anderson Insurance Brokers Inc., Bravo License Service, 3403 Cookson Road, Scott Anderson, Owner, pending inspection by Building Inspector Sehr and Fire Chief Allen. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

The clerk presented Resolution 21-01, A Resolution Authorizing Execution of a Purchase Contract with The St. Clair County Tax Agent Subject Property: 02-07.0-200-003. Mayor Suarez reported the properties became available by the St. Clair County Tax agent and are strategically placed on Collinsville Road and he thinks they could be useful to the village by expanding the boundaries.

The motion was made by Robert Belba and seconded by David Suarez to approve Resolution 21-01, A Resolution Authorizing Execution of a Purchase Contract with The St. Clair County Tax Agent Subject Property: 02-07.0-200-003. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

Clerk Ramirez then presented Resolution 21-02, A Resolution Authorizing Execution of a Purchase Contract with The St. Clair County Tax Agent Subject Property: 02-08. 0-100-004.

The motion was made by Raul Munoz and seconded by Michael Fiudo to approve Resolution 21-02, A Resolution Authorizing Execution of a Purchase Contract with The St. Clair County Tax Agent Subject Property: 02-08.0-100-004. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

Report of Police Chief

Police Chief Gerald Brown asked for an Executive Session in regard to personnel.

Report of Fire Chief

Mayor Suarez reported for the Fire Chief, the monthly testing of the siren was successful.

Report of the Public Works Director

The director reported the sewer pump at 5200 Collinsville Road is back in service.

President’s Report

Mayor Suarez asked for a motion to approve Stephanie Pacheco as Zoning Board Secretary to include a $25.00 stipend and Sally Rodriguez as Enterprise Zone Secretary also allowing a $25.00 stipend.

The motion was made by Robert Belba and seconded by David Suarez to approve Stephanie Pacheco as Zoning Board Secretary with a $25.00 stipend. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

The motion was made by Raul Munoz and seconded by Guadalupe Hernandez to approve Sally Rodriguez as Enterprise Zone Secretary with a $25.00 stipend. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

Public Comment

A resident asked if the village has Christmas Tree recycling. Mayor Suarez reported we do not but he takes his tree to a facility in Swansea.

A local resident wanted to thank the village for providing dumpsters. The resident has been taking full advantage of them.

This resident also reported a Facebook page including the Mexican Mile has been created and has 200 likes.

Executive Session

The motion was made by Guadalupe Hernandez and seconded by David Suarez to enter into Executive Session regarding personnel. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed 7:32pm

The motion was made by Raul Munoz and seconded by Robert Belba to return to the regular order of the meeting. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed 7:38pm

The motion was made by David Suarez and seconded by Guadalupe Hernandez to hire James Hart as a full-time police officer. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

Municipal Bills

The motion to approve payment of the bills as presented on this day, January 6, 2021 in the amount of $13,301.00 was made by Raul Munoz and seconded Robert Belba Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Guadalupe Hernandez, yes; Robert Belba, yes; and Michael Fiudo, yes. Trustee Charles Arriola was absent. Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Robert Belba and seconded by Michael Fiudo.
