Board Meeting Minutes February 3rd, 2021

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Trustee Guadalupe Hernandez was absent. Also present were Treasurer Carlos Gomez, Police Chief Gerald Brown, Public Works Director Roger Juenger, Deputy Treasurer Sally Rodriguez and Administrative Secretary Stephanie Pacheco.

Mayor Suarez stated Trustee Hernandez’s father has passed away and asked those present to keep the family in their thoughts and prayers.

As the first order of business, Clerk Ramirez administered the Oath of Officer to newly appointed full-time Officer James Hart.

Mayor Suarez welcomed Officer Hart and stated he is honored to have this lifelong resident on the force.

A motion to approve the minutes of the meeting held on Wednesday, January 6, 2021, was made by David Suarez and seconded by Charles Arriola. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Treasurer’s Report

Treasurer Carlos Gomez presented the financial report for the December. 2020 with a brief explanation.

Clerk’s Report

Clerk Ramirez presented a quote for Consideration of Municode Codification, Supplementation and Online Code Hosting Services. Mayor Suarez brought the subject to the attention of the board months before. There were two different companies who were interested in the village. After some consideration the mayor believed Municode would be the best choice.

The company will be collaborating existing ordinances and presenting them in a searchable format on line. The mayor believes by doing this the village is moving forward and asked the board to approve the purchase.

The motion was made by David Suarez and seconded by Raul Munoz to approve $13,200 to purchase the Municode Codification, Supplemental and Online Code Hosting Services. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

The clerk presented Resolution 21-03, A Resolution Accepting a Deed of Dedication from the Mississippi Library Valley District. Mayor Suarez reported the project has actually been in the making for a couple years now and involves the library, the Galas family and village properties. This resolution and Ordinance 760 will allow for a new arrangement of an alleyway which exist to 45th street.

With no objection the motion was made by Raul Munoz and seconded by Robert Belba to approve Resolution 21-03, A Resolution Accepting a Deed of Dedication from the Mississippi Library Valley District. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Under the same subject the clerk presented Ordinance No. 760, An Ordinance of the Village of Fairmont City Vacating an Alley in Block 2 of Nurdin Place.

The motion was made by David Suarez and seconded by Charles Arriola to approve Ordinance No. 760, An Ordinance of the Village of Fairmont City Vacating an Alley in Block 2 of Nurdin Place. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Clerk Ramirez presented Ordinance No. 761, An Ordinance Amending Ordinance 732 Regulating the Sale of Alcoholic Liquor in The Village of Fairmont City. The mayor sited the ordinance as housekeeping. The village had exceeded the previous ordinance in the amount of class A liquor licenses allowable. This amendment increases the number by one.

The motion was made by David Suarez and seconded by Charles Arriola to approve Ordinance No. 761, An Ordinance Amending Ordinance 732 Regulating the Sale of Alcoholic Liquor in The Village of Fairmont City. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Lastly Clerk Ramirez presented Resolution 21-04, A Resolution Authorizing a Representative to Sign Loan Documents. The resolution is in regard to an application made last year with the federal government and the EPA to borrow money to improve the sewer system. The village application did not make the cut and assigning a signature is necessary to apply again.

The motion was made by Charles Arriola and seconded by Michael Fiudo to approve Resolution 21-04, A Resolution Authorizing a Representative to Sign Loan Documents. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent.

Report of Police Chief – No Report

Report of Fire Chief

Mayor Suarez reported for the Fire Chief, who has been battling a very severe corona virus. He is home after a nine day stay in the hospital, with oxygen and a cough he continues to battle.

The fire chief wanted to commend his department on a “rescue”. A couple who thought they were on a walking trail ended up stranded in the swamp off the west side of Rt 111 near the interstate. Eight departments responded include an air boat. The Fairmont City Firefighters were able to rescue the pair.

The monthly siren testing was successful.

The Fire Chief Allen successfully applied for another Fire Service Grant. The grant provided for twenty-four air packs, near $34,000 in value. Congratulations to the department.

Report of the Public Works Director

The director reported the sewer pump at 4700 Collinsville Road is back in service.

Public Works Director Juenger is still putting the groundworks together to start trenching ditches on 62nd Street.

Trustee David Suarez wanted to commend the village’s street department. Covid hit the department and they have been running with two and three men crews. These crews have been successful in getting the job done and the trustee would like to see residents using the dumpsters to help them out.

Trustee Arriola also wanted to commend the appointment of James Hart to the Police Department. The trustee also commended Chief Brown for some changes he has made to the department for the better.

President’s Report

Mayor Suarez reported the vaccines have been processed and exhausted. He wanted to commend Stephanie Pacheco and Sally Rodriguez for doing a great job keeping up with the phones and the questions. The vaccines will be administered from the community center and the mayor gave a brief out line of the layout.

Mayor Suarez will be in pursuit of additional vaccines and appreciates everyone’s patience.

Mayor Suarez also wanted to congratulate the public works two- and three-man crews on a job well done!

The mayor reported the dumpsters will be removed on the upcoming Monday. He hopes to bring them back for another Spring-Cleaning Event.

Mayor Suarez reported that the village has partnered with the South West Illinois Leadership Council in trying to acquire broad band internet service. He himself is part of a subcommittee in bringing attention to state funds for the acquisition. A link was available on the village website to a survey regarding internet use. He will have the link reposted for those who may not have participated. The counts are crucial and he encouraged those present to do the survey.

Municipal Bills

The motion to approve payment of the bills as presented on this day, February 3, 2021 in the amount of $19,761.64 was made by Charles Arriola and seconded Raul Munoz. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes and Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

With that, a motion to adjourn the meeting was made by Robert Belba and seconded by Michael Fiudo.
