Board Meeting Minutes August 21st, 2019

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

Clerk Richard Ramirez recorded attendance. The following were in attendance: Trustees: David Suarez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Trustee Guadalupe Hernandez was absent. Also, in attendance were Treasurer Juan Mena, Police Chief/Administrator, Scott Penny, and Fire Chief Robert Allen.

The motion to approve the minutes of the previous meeting of August 7, 2019 was made by Raul Munoz and seconded by Robert Belba. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Treasurer’s Report – No Report

Clerk’s Report

Under Old Business Clerk Ramirez presented a Business License Application from Tony’s Tacos, 5100 Collinsville Road, a Mobile Food Vendor, Antonio Oseguera owner. The application was presented as a last-minute item at the meeting held on August 7, 2019. The mayor presented it for a second reading.

The motion was made by David Suarez and seconded by Raul Munoz to approve the Business License Application from Tony’s Tacos, 5100 Collinsville Road, a Mobile Food Vendor, Antonio Oseguera owner. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Fire Chief Allen requested setting up an inspection of Mr. Oseguera’s fire extinguishing systems, since he was unavailable when the license was approved.

Also, under Old Business the clerk presented a Business License Application, A2Z Furniture, 3380 Kingshighway, Amiee Ward, Owner. As the inspections needed have not been completed, the item was tabled.

Report of Police Chief/ Administrator

Chief Penny requested an Executive Session in regard to personnel.

Report of Zoning Administrator – No Report

Report of Fire Chief

Fire Chief Allen reported three of the four trainees have finished their instructions and asked they be approved as probationary firefighters.

The motion was made by David Suarez and seconded by Robert Belba to approve the appointment of Herb Simmons, Stephanie Allen and Miguel Romo as probationary firefighters for six months. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

The fire chief happily reported the nine o’clock siren is operational. Chief Allen applauded Pyramid Electric for not giving up on the project. The radio transmission now used is saving $650 per month now that the AT&T line is gone.

Fire Chief Allen reported the Vendor Showcase will be held on Thursday, September 26, 2019 at the Community Center. He asked those present to put it on their calendars to attend.

The chief also reported the Fire Department’s Annual Open House will be held on Wednesday, October 9, 2019.

Trustee Munoz suggested the board consider a new thermostat for the Community Center as it appeared not to be working last Saturday when he was preparing for the soccer event.

The trustee also thanked everyone who participated in the soccer event held at the Granby the previous weekend.

President’s Report

The mayor also wanted to thank everyone for the support of the soccer event. This was the third year for the event and it gets bigger each year.

Mayor Suarez also reported the pet clinic was a huge success. The volunteers reported this was the largest clinic they ever held. Names were taken from the persons who could not be served and will be first served when the group returns. A long list for spading and neutering was also obtained.

Public Comment

Katie Heaton with the local library was in attendance with an update on events there.

The library is hosting an English as a Second Language (ESL) program provided by Southwest Illinois College (SWIC). The enrollment is so large they are providing two classes, Monday/Wednesday, Noon to 3:00pm and an evening class on Tuesday/Thursday from 6:00pm to 9:00pm.

The library will be hosting its annual Back-to-School Carnival on Saturday, August 24, 2019. Ms. Heaton reported the event is held after school gets started to be able to care for the needs of those children who are unable to get the items on the list provided by Collinsville Unit 10. Mayor Suarez asked what was needed. There are plenty of back packs available but binders, pens, Kleenex and wipes are still needed.

The motion was made by Robert Belba and seconded by Raul Munoz to approve a donation of $500.00 to the library to purchase the needed items. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Trustee David Suarez suggested a backpack giveaway at the bus stops, especially at the trailer court stops. There was some discussion concerning the people being served and residency. Ms. Heaton assured the board that persons being served at the library are either residents or have association with residents in the village. Ms. Heaton approved of the back­ pack giveaway at the bus stops and would like to include a coat giveaway there.

Ms. Heaton also reported communications with Brad Skertich, the Superintendent of Collinsville Unit 1O School District, regarding the possibility of acquiring a preschool in the village limits.

Ms. Heaton also reported there are some problems with a couple of the little libraries at the trailer courts and repairs are needed. The librarian checks on the little libraries once a month. She is hoping the street department might be able to help with the repairs.

Katie also reported she has been communicating with Roger Juenger and the Environmental Protection Agency regarding the drainage problem created with the remediation at the library. She also reported they are no longer using hydro seed and are now using sod. Ms. Heaton has been complaining about the seeding job at the library.

The library will be sponsoring some fall events. October 7, 2019 is Fire Prevention Story Time and Chief Allen has agreed to participate. October 15, 2017 is the Teen Bonfire event and the Fire Department will be participating in that event also. The Police Athletic League will be hosting the Annual Hayride there on October 16, 2019 and the Teen Lock In will be held October 18-19, 2019.

A local resident reported being pleased to see the trustees involved with the soccer program the previous weekend.

Two gentlemen were at the meeting reporting they had been expecting to be on the agenda with their application for a business license for a restaurant at 5903 Collinsville Road. The item was on the agenda for the July 17th, 2019 but the applicants were not present and the application was tabled.

Mayor Suarez invited them to tell the board about their business intentions but asked them to resubmit an agenda form for the next meeting for approval. He also suggested getting the necessary inspections done before that time.

Executive Session

At this time Mayor Suarez asked for a motion to enter into Executive Session after the exit of the public.

The motion was made by Raul Munoz and seconded by David Suarez. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed 7:31pm

The motion was made by Charles Arriola and seconded by David Suarez to return to the regular order of business from an Executive Session. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed 7:38pm

Municipal Bills

The motion to approve payment of the bills as presented in the amount of $46,601.03 was made by Charles Arriola and seconded by Robert Belba. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Trustee Guadalupe Hernandez was absent. Motion Passed
