Special Emergency Board Meeting March 21st, 2020

President / Mayor Michael Suarez called the meeting to order.

Clerk Richard Ramirez recorded attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also, in attendance were; Treasurer Juan Mena, Police Chief/Administrator, Scott Penny, Fire Chief Robert Allen and Public Works Director Roger Juenger.

Mayor Suarez called for the Special Emergency Meeting having attended with the County Board Chairman. There is a possibility of being reimbursed by FEMA with regard to COVID-19 Emergency costs to municipalities. An ordinance indicating a State of Emergency exist will be required for any reimbursement. Having eliminated meetings in April the mayor called for the meeting to adopt the ordinance before the deadline.

Chief Penny reported the ordinance comes from a model sent from the Illinois Municipal League.

With that said Clerk Ramirez presented Ordinance No. 753; Presentation of Proposed Ordinance No. 753 Which Repeals and Replaces Ordinance No. 309 and establishes powers and authority of the Mayor and Village Trustees during a Declared State of Emergency.

The motion was made by Charles Arriola and seconded by Guadalupe Hernandez to approve Ordinance No. 753; Presentation of Proposed Ordinance No. 753 Which Repeals and Replaces Ordinance No. 309 and establishes powers and authority of the Mayor and Village Trustees during a Declared State of Emergency. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

The clerk presented the document titled “Declaration of Local State of Emergency”.

The motion was made by Robert Belba and seconded by Guadalupe Hernandez to approve the document titled “Declaration of Local State of Emergency”. the document titled “Declaration of Local State of Emergency”. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed
