Board Meeting Minutes June 3rd, 2020

After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.

 

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola . Also, in attendance were Treasurer Juan Mena; Police Chief/Administrator, Scott Penny, Fire Chief Robert Allen, and Public Works Director Roger Juenger.

A motion to approve the minutes of the meeting held on Wednesday, May 6, 2020, was made by Charles Arriola and seconded by Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Treasurer’s Report

Treasurer Mena presented the financial reports for April, 2020, with a brief explanation. The treasure also provided a fiscal year to date Statement of Revenue and Expense (May 1, 2019- April 30, 2020).

Clerk’s Report

Clerk Ramirez presented a Building Permit Application Number BP 2020-13, 3623 Collinsville Road (Buzz’s Firehouse Bar and Grill), Concrete Patio, Thomas 3619 LLC, Owner.

With everything in order, the motion was made by Charles Arriola and seconded by Guadalupe Hernandez to approve the Building Permit Application Number BP 2020-13, 3623 Collinsville Road (Buzz’s Firehouse Bar and Grill), Concrete Patio, Thomas 3619 LLC, Owner. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

The clerk presented a Building Permit Application Number 2020-014, 2522 N. 38th Street, Home Addition, Codi & Megan Donovan, Owners.

The owners of the property were present and are new to the village. Mayor Suarez welcomed them to the community. Chief Penny suggested the couple meet with him regarding the Enterprise Zone program.

The motion was made by David Suarez and seconded by Guadalupe Hernandez to approve the Building Permit Application Number 2020-014, 2522 N. 38th Street, Home Addition, Codi & Megan Donovan, Owners. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Mr. Ramirez presented Resolution 2020-08, A Resolution Authorizing Expanded Outdoor Dining for Restaurants and Bars. Mayor Suarez gave a brief overview of a change made by the governor in his COVID-19 phasing plan. The governor is allowing restaurants and bars to open outdoor services only. The state outlined the restrictions and guidelines. The mayor met with the local bar and restaurant owners to present them with a copy of the guidelines and asked them to provide a diagram of compliance. He reported the meeting went well and the last diagram was received today.

The motion was made by Charles Arriola and seconded by Raul Munoz to approve Resolution 2020-08, A Resolution Authorizing Expanded Outdoor Dining for Restaurants and Bars. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Lastly, Clerk Ramirez presented Ordinance No. 756 An Ordinance Providing the Annual Appropriation for The Village of Fairmont City, Saint Clair County, Illinois for the Fiscal Year Beginning May 1, 2020 and Ending April 30,2021.

The motion was made by David Suarez and seconded by Charles Arriola to approve Ordinance No. 756 An Ordinance Providing the Annual Appropriation for The Village of Fairmont City, Saint Clair County, Illinois for the Fiscal Year Beginning May 1, 2020 and Ending April 30,2021. Report of Police Chief/ Administrator

Chief Penny reported he has received a complaint about parking at the village annex. A local resident parks vehicle in the back-parking lot periodically and the staff at the clinic has to find other places to park. The chief would like to put a sign there for no unauthorized parking or vehicles will be towed. Mayor Suarez asked to postpone ordering the sign until he meets with the resident.

Mr. Penny presented a draft public notice regarding the sale of surplus property/equipment the board discussed at a previous meeting. The chief asked if the board wanted to limit the days for inspection or let it run through the day of the bid opening. The mayor and the board agreed to let the inspection time be available through to the day of the bid opening, June 17, 2020.

The motion was made by David Suarez and seconded by Robert Belba to approve the Notice of the Sale of Surplus Property as presented for publication. Report of Zoning Administrator – No Report

Report of Fire Chief

Fire Chief Allen reported the 9 o’clock siren on the east side of town that was not working as of the last meeting, has been repaired. The chief proceeded to report the monthly testing of the outdoor sirens resulted in a problem with the voice messaging on the east side of town.

Pyramid Electric, who fixed the 9 o’clock siren, has been asked to return to check out the outdoor siren.

The fire chief reported all fire extinguishers and emergency lighting devices have been inspected and updated, with the exception of a couple light bulbs needing replaced. The chief has Brian Mena working on replacing those.

Chief Allen reported six more persons signed up for the Code Red Program. The chief would like the board members to be talking to their constituents about the program. The mayor invited the new residents to join the program. The Donovan’s were familiar with Code Red. The mayor suggested trying another Blast Off with the company.

Report of the Public Works Director

Director Juenger reported the 45th Street Project is scheduled to begin tomorrow. The contractor will start by tearing out the existing sidewalk.

The Public Works Director reported he has been working diligently with a FEMA representative, Kevin Garcia, on the required paperwork to be reimbursed for storm damage and park flooding that occurred in 2019. The director found out about the program through the Public Works Mutual Aid Network, of which he is a member.

Committee Reports

Police/Public Safety-Chair- Charles Arriola

Charles Arriola reported he has been in communication with Local 309 Electricians. The union is looking for young people to train. In the course of reporting, it appears the Iron Workers and other unions are experiencing the same problem. Mr. Arriola would like to see the village sponsor a recruiting event. The mayor agreed.

President’s Report

Mayor Suarez reported all employees are back to work full time. The mayor attended a meeting regarding Illinois Phase 3 COVID-19 Plan. The annex is open full time and the mayor reminded the public to continue to wear masks and practice social distancing there. Parks are open but not playgrounds. The mayor would like to keep the basketball court closed at this time due to it being a contact sport. Phase 3 continues through June 27, 2020.

The motion to approve payment of the bills as presented on this day June 3, 2020, in the amount of $30,893.28 was made by Robert Belba and seconded by Guadalupe Hernandez.
