After an opening prayer and pledge of allegiance, President Michael Suarez called the meeting to order.
Clerk Richard Ramirez recorded attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also, in attendance were; Treasurer Juan Mena, Police Chief/Administrator, Scott Penny, Fire Chief Robert Allen, Public Works Director Roger Juenger and Deputy Treasurer Sally Rodriguez.
The motion to approve the minutes of the previous meeting of November 20, 2019 was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, pass; Charles Arriola, yes. Motion Passed
Treasurer Mena presented a proposal from Standard Insurance Company for employee life insurance. Standard Insurance Company focuses on government employers. Mayor Suarez stated the item will be on the next agenda.
The treasurer presented an employee Christmas Bonus listing. The treasurer reported the list is the same as the previous year and asked for board approval.

Clerk Ramirez presented Resolution 2019 -04, a Resolution for Maintenance Under the Illinois Highway Code (Motor Fuel). The resolution an annual requirement by the Illinois Department of Transportation to allow for the spending of Motor Fuel Tax funds.

The clerk introduced a business license application that was omitted in error. The application is for A&L Custom, Inc. DBA, Chapos Custom, 3617 Collinsville Road, Amber Kutz, owner.
There were a few questions from the board. The building has not been inspected by the fire department or the building inspector. Mayor Suarez asked Ms. Kutz to get with the fire chief after the meeting to set up an inspection. The item will be back on the agenda pending inspections.
Report of Police Chief/Administrator
Police Chief Penny asked the board to approve the re-appoing of Pablo Hernandez, full time for Pontoon Beach, as a part-time officer for this department. The board would be very pleased to have Officer Hernandez back.

Chief Penny reported it is the time of year for petty theft and reminded those present to spread the word to “lock up”. He will have another reminded on village social media pages.
The chief also added, the P.A.L./F.O.P. will be having a Christmas Breakfast on December 15, 2019.
Report of Zoning Administrator
Zoning Board Administrator Scott Penny presented a Zoning Recommendation 3023 N 48th Street and Surrounding Parcels of that Block from Single Family Residence (SR-3) to Highway Business (HB), Gabriel Cardenas Applicant. The zoning board approved the matter. The recommendation is presented at this meeting and with no objections made, an ordinance will be presented for board approval at the next meeting.
Report of Fire Chief
The fire chief reminded those present the Toy Drive distribution will be on Saturday, December 7, 2019. The group will start preparation at 7:00am.
Report of the Public Works Director
Public Works Director Juenger reported the Street Department backhoe has been in disrepair. The company has provided a temporary replacement. The director reported a conflict regarding why the piece of equipment broke down to start with.
The director reported the new dump truck that was approved at a previous meeting is on order.
Police/Public Safety-Chair- Charles Arriola
Trustee Arriola reported he has been looking for bids to install electricity to the soccer fields on Maryland Avenue. Ameren will be doing their part of the installation at no charge.
Economic/Finance, Development, Planning, and Tourism – Chair – Michael Fiudo – No Report
Fire Protection – Chair – Robert Belba, Sr.
Trustee Belba reported the light in the men’s room of the new restrooms is on all the time instead of going on when it is entered. Chief Penny said he would get that looked at.
There was some discussion regarding winterizing the facility and adjusting the hours of operation. It was agreed to lock the bathrooms up at both the Rose Lake and Granby parks after hours. Raul Munoz will get a pad donated from his work to move the existing Johnny on the Spot to Kinder Park.
Community Relations & Communications – Chair – Raul Munoz
Trustee Raul Munoz asked the board to sponsor a night of Posada at Holy Rosary Church at the last meeting. The trustee reported the sponsorship will cost between $700 and $1,000 and asked for approval.

Streets, Sewers, Grounds, Building & Parks – David Suarez
Trustee David Suarez wanted to thank those who turned out for the Toy Drive Wrapping held the previous Saturday, December 1. The trustee is pleased by the participation of the community in this year’s Christmas activities and is looking forward to the toy distribution this weekend and the P.A.L./F.O.P. breakfast on December 15, 2019.
Mayor Suarez reported he has been notified the village has been approved for another grant submitted to the St. Clair County Parks and Recreation Committee. Fire Chief/ County Board member reported it should be finalized at the next St. Clair County Board meeting on Monday, December 9, 2019. The grant will be providing for new equipment for public works including but not limited to zero turn mowers.
The mayor wanted to thank everybody who participated in the lighting of the Gazebo. The fire chief, Sally Rodriguez, the Library, and the Latino Round Table all went out of their way to make the event, in his opinion, a huge success. The group has already started a list of additions for next season.
Katy Heaton with the library reported the Latino Round Table served 400 hot chocolates at the Gazebo Lighting. The library had 200 kids putting together ginger bread houses. She is also working with the Latino Round Table for next years event.
The librarian reported a suspicious person kept coming into the library and she discovered DVDs missing. Ms. Heaton was home for lunch when she got a call the suspect was in the building. By the time she returned the Fairmont City Police had apprehended the subject and had her DVDs. She had not even finished putting together her own report. She wanted to thank the police department for the outstanding work they do with the library.
A resident present had a complaint about standing water in the alleys of Maple Avenue and Cookson Road where work has been done by the EPA Roger Juenger and David Suarez were aware of the problem and Roger will notify the company doing the work.
The motion to approve payment of the bills as presented in the amount of $45,912.30 was made by Raul Munoz and seconded by Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Motion Passed
